Second FEnIKS call: PLN 300 million for biomethane and biogas plants

NFOŚiGW has launched the second call under the FEnIKS programme (RES Development) with a pool of PLN 300 million: PLN 200 million for biomethane plants and PLN 100 million for biogas plants. Applications can be submitted until 30 April 2026.

The National Fund for Environmental Protection and Water Management (NFOŚiGW) launched on 2 February 2026 the second call under the programme European Funds for Infrastructure, Climate, Environment (FEnIKS) 2021–2027, in the "RES Development" part. The pool is PLN 300 million: PLN 239.13 million from the European Regional Development Fund and PLN 60.87 million from NFOŚiGW national funds. PLN 200 million has been reserved for biomethane plants and PLN 100 million for biogas plants.

What can be financed

Beneficiaries are businesses investing in installations producing biogas and/or biomethane. Eligible are:

  • construction or modernisation of biomethane production installations, together with a grid connection (a stand-alone biomethane store is excluded),
  • construction or expansion of installations generating electricity and/or heat from biogas, including an energy store supporting the renewable source and a connection.

The support is a combination of a grant and a preferential loan from FEnIKS funds and a loan from national funds. In standard projects the financing covers up to 100% of eligible costs (79.71% from the ERDF and 20.29% from NFOŚiGW), and in project finance – up to 85%, with 15% having to come from equity contributed as shares. The sources give no limit per project.

Deadlines

Applications are submitted electronically in the GWD generator by 30 April 2026. Results are scheduled for Q4 2026, and projects from the first call, which closed in 2024, were still under assessment at the time of the announcement. This shows how long project selection procedures take and how important it is for applicants to secure the validity of environmental decisions and connection conditions for the duration of the assessment.

Significance for the industry in Poland

The call complements other instruments: the biomethane programme from the Modernisation Fund (grants of up to 45% of costs) and the programme for high-efficiency cogeneration from biogas. In practice investors have several sources of financing, but each has different conditions: FEnIKS also finances biogas plants generating electricity, whereas the Modernisation Fund is directed at biomethane with a grid connection. For projects of about 1 MW and larger, it is key to fit the demarcation line between the programmes in order to avoid double financing.

The budget split (two thirds for biomethane) confirms the shift of emphasis: the state increasingly prefers injecting gas into the grid to electrical cogeneration, which is hampered by connection restrictions.

What to watch

Applicants should check the call rules for eligible costs (e.g. biogas storage, substrate preparation) and for the 15% equity requirement. The long assessment time means that financing the investment from own funds or a bridging loan may prove necessary.
