The biogas and biomethane market is shaped by EU rules (including the RED directives, the Methane Regulation and the EU ETS) and national ones (the Renewable Energy Sources Act, the Energy Law, the Waste Act).

In Lithuania installations up to 10 kW receive a fixed tariff, while larger ones, including biogas plants, must win a market premium auction. Biogas injected into the grid has a separate regulator tariff system.
The Finnish scheme for biogas paid the difference between a target price of €83.50/MWh and the market price, plus €50/MWh for heat from cogeneration. It was closed to new biogas plants on 1 January 2019.
From 1 January 2020 the Smart Export Guarantee operates in the United Kingdom (England, Scotland, Wales). It replaces the feed-in tariff, and biogas plants of 1 MW and above must present a sustainability audit every year.
Lithuania moved from fixed tariffs to market premium auctions. In the first round in 2019 the premium cap was €48.93/MWh, and biogas and biomass could also apply for support.
On 30 December 2019 the Minister of State Assets submitted the National Energy and Climate Plan (KPEiK) to the EC — a document required by Regulation 2018/1999 on the governance of the energy union. The plan covers five dimensions of energy policy.
At the summit of 12–13 December 2019, EU leaders endorsed the goal of climate neutrality by 2050. One state — Poland — did not commit to achieving it and returned to the subject in 2020.
