Ukraine launched a national biomethane register for exports to the EU

Ukraine launched a national biomethane register in February 2026. The system is run by the State Agency on Energy Efficiency and Energy Saving, headed by Anna Zamazeieva. The register is intended to be the basis for trade in green gas on EU markets: it documents the origin of biomethane and handles guarantees of origin, without which export would not be possible.

How the register works

It is a state digital system that tracks, verifies and confirms the origin of renewable gas from production to final consumption or export. It records the quantities of biomethane injected into the transmission and distribution system and withdrawn from it, and also handles the issuing, transfer and cancellation of guarantees of origin. It is open to producers, buyers, grid operators and their authorised representatives. It was established on the basis of the EU directives RED II and RED III. Zamazeieva argued that it provides investors with predictability and protection against double counting and reduces the risk of abuse. The report does not mention a link to the EU Union Database.

Scale of the sector

Ukraine exported biomethane to the EU for the first time in 2025; the amount of biomethane in gaseous form exceeded about 11.2 million m³. Seven biomethane plants operate with a total capacity of more than 110 million m³ per year. The key producers are MHP, Vitagro, Gals Agro and YM Liquid Gas. This is still a small scale compared with the country's agricultural potential, but sufficient to open trade channels.

Why the register matters

Successful biomethane export to the EU rests on three elements: customs clearance (the act of 2024), a sustainability certificate and tracking in RED-compliant systems, and guarantees of origin, which are not a legal condition of clearance but allow origin to be demonstrated to the buyer. The national register closes the third element and allows EU recipients to confirm that a given batch has not already been accounted for elsewhere. In Germany and other countries interest in imports is growing, because it helps meet targets in transport.

Significance for the industry in Poland

Ukraine borders Poland, and biomethane can flow west through the Polish-Ukrainian gas interconnections. For Polish producers this means potential price competition on the market for guarantees of origin and biomethane, but also a model: in Poland guarantees of origin for biomethane have been issued since 2024, and the Polish Power Exchange (Towarowa Giełda Energii) keeps their register. For Polish gas traders and grid operators, the rules for accepting imported biomethane and settling guarantees are important.

What to watch

The key question is the launch of the EU Union Database and its cooperation with third-country registers. Until then, the volume of exports will be limited.
