United Kingdom: GGSS from 1 October 2025 — 6.86, 4.26 and 3.98 p/kWh. How rates have grown since 2022
The September 2025 review did not change the Green Gas Support Scheme rates: Tier 1 6.86 p/kWh, Tier 2 4.26, Tier 3 3.98. Since 2022 the Tier 1 rate has risen from 5.51 to 6.86 p/kWh.

The annual review of Green Gas Support Scheme (GGSS) tariffs of September 2025 introduced no changes: from 1 October 2025 the rates are 6.86 p/kWh in Tier 1, 4.26 p/kWh in Tier 2 and 3.98 p/kWh in Tier 3. It is worth looking back, however: since 2022 all three rates have risen markedly.
Rates from 1 October 2025
| Band (MWh per year) | Rate |
|---|---|
| Tier 1: up to 60,000 | 6.86 p/kWh |
| Tier 2: the next 40,000 | 4.26 p/kWh |
| Tier 3: from 100,000 to 250,000 | 3.98 p/kWh |
The government reminds us that rates are indexed to inflation automatically on 1 April each year, based on the change in CPI in the previous calendar year, and that the new values are published by that date.
Rates from 2022 to 2025
A summary of the values applying from 1 October of successive years, according to the annual reviews (p/kWh):
| Year | Tier 1 | Tier 2 | Tier 3 |
|---|---|---|---|
| 2022 | 5.51 | 3.53 | 1.56 |
| 2023 | 6.09 | 3.90 | 3.45 |
| 2024 | 6.69 | 4.16 | 3.88 |
| 2025 | 6.86 | 4.26 | 3.98 |
- Tier 1 (up to 60,000 MWh)
- Tier 2 (the next 40,000 MWh)
- Tier 3 (100,000–250,000 MWh)
Tier 3 changed the most: from 1.56 to 3.98 p/kWh, that is by more than 2.5 times, largely thanks to the jump in the 2023 review (from 1.72 p/kWh, the value after the indexation of 1 April 2023, to 3.45 p/kWh, see the post on the 2023 review). Tier 1 rose by about 24%, Tier 2 by about 21% (calculations based on government tables).
Illustrative example
The bands are marginal. An installation injecting 80,000 MWh of biomethane a year receives, at the October 2025 rates, 60,000 MWh at 6.86 p/kWh (about GBP 4.12 million) and 20,000 MWh at 4.26 p/kWh (about GBP 0.85 million), that is about GBP 4.97 million a year in total. At the 2022 rates the same production would have yielded about GBP 4.01 million (60,000 MWh at 5.51 p/kWh and 20,000 MWh at 3.53 p/kWh). This calculation is illustrative, based solely on the rates from the reviews.
What follows from this
For biomethane producers, GGSS rates are today markedly higher than when the scheme started. Inflation indexation means that the real value of support does not decline, and the annual review allows adjustments to the structure. For investors in the United Kingdom this is a clear signal: support for biomethane is being maintained and adjusted, while in CfD auctions anaerobic digestion did not win contracts (see the analysis of CfD AR4 and AR5). The scheme remains in force, in line with an earlier government decision, until March 2028 (post on the GGSS extension).

Questions and answers
Do the GGSS rates from October 2025 apply all year?
Not in full. According to the government, they are indexed by CPI on 1 April each year, and the new values are published by that date.
